TOPIC: Pre-Loading Advance Cargo Information



PLACI is a new Requirement to provide HAWB data elements for each shipment (HAWB) to destination country authorities for risk analysis prior to loading on aircraft. This may result in additional screening of cargo by all-cargo and passenger carriers.


The EU is implementing its version, “PRECISE” beginning May 2016.


The US is drafting regulatory language for its “ACAS” program (initial Customs filing requirements), expected to be released for comment in 2016.


In the US, ACAS pilot risk algorithms have been in place since 2011, but will possibly need modification when the pilot moves to regulatory language to align with Civil Aviation security programs. Changes to rule sets may possibly result in a different percentage of cargo targeted for higher risk screening measures than attained in the pilot.



Forwarders, all airlines, ground handlers for shipments into and transiting US, EU and Canada (near term), and other countries later



Forwarders may file data, but may not be able to resolve screening instructions.

They may need to establish e-filing processes to carriers in advance of consolidation or physical transfer, so that risk analysis can be done and not delay shipments processes.


Airlines will be required to file data, but may not be able to resolve screening instructions.


Ground Handlers

May need to update IT systems, training on new procedures and screening protocols, for each carrier.


Regulated Agents, forwarders, all airlines and ground handlers may see a higher number of shipments referred, and incur higher operating costs as well as cost for additional screening equipment



TIACA is closely engaged with ICAO and WCO on high level principles for the development of standard global programs.


We are working with TSA and CBP in the USA, EU, DG MOVE and TAXUD as well as with Transport Canada and CBSA, on the currently developing programs (ACAS, PRECISE, PACT).

We are promoting government sponsored and or neutral filing platform to enable small forwarders to file direct without the cost of linking to destination regulators.


Unresolved issues include: how to manage data across multiple countries for transit shipments; resolution procedures for high risk shipments; messaging protocols and high IT costs; dual filing of data (forwarder and carrier) and authority to screen; avoidance of onerous confirmation messages to regulators; and others.


In the US, we are working with TSA and CBP to outline industry concerns and recommendations for any potential changes to rule sets to best align with existing security programs.

The Joint Working Group on Advance Cargo Information (JWGACI) has agreed to pause its meeting schedule to allow time for aviation security issues to be tested through the PLACI pilots. Most of this testing is likely to occur through the U.S. pilot (ACAS), as it is the only live version and therefore provides the optimal conditions for testing. We met in Washington, DC this week with ACAS regulators and industry colleagues to discuss the need to test various messaging protocols in ACAS, as well as the various business models and routing configurations, the ability to conduct screening, and other  aspects of PLACI. During the discussions, it was agreed that we must fully test as many of these issues as possible, and have results and conclusions by the end of 2016 in order to feed into the ongoing JWGACI work and timeframe. To guide the testing process, we agreed that monthly conference calls between DHS and pilot participants are advisable. As a next step, TIACA will coordinate an industry response on some initial test protocols, for forwarding to DHS.

EU-UCC Working Program Follow-up

As we reported last week, TIACA along with other industry members of the EU Trade Contact Group (TCG) submitted  a letter to the Directorate General for EU Taxation and Customs (DG TAXUD), expressing our ongoing concerns regarding the Member States (MS) communications to industry on potential testing and effective dates relative to IT related changes under the UCC after May 1, 2016. In a reply this week, DG TAXUD advised Trade that for better planning purposes they will collect the information from MS on a project to project level,  and that this information will be updated twice annually, and will be made available to Trade in March and October. This will better inform industry on progress. We will continue to keep industry apprised as these are issued.

TIACA will participate in the TSA/CBP ACAS practical exercise sessions at the end of the month. This session will help create more comprehensive messaging structures among parties in the supply chain.


February 11, 2016
JWGACI session in January resulted in a temporary “hold” on a framework document. All parties agreed on a detailed initial list of outstanding items which need further active testing by pilot countries. TIACA-led sub team comprising 3 airlines, 2 forwarders, 1 ground handler, 1 postal operator and 1 IT provider, have subsequently met to set top priorities. List will be submitted to regulars by end of February for joint planning timeline and parameters to test set for mid –March. Testing expected to lead to more detailed understanding toward a future framework document. TIACA sub team under JWGACI to hold regular update calls and discussions with regulators. Ongoing meetings with US on regulatory language to limit potential fines and extend implementation time frames.

Meetings in January held in Geneva to discuss further progress on global framework document (ICAO/WCO). CBP drafting final rule-making language for release for public comment expected by mid-year. TIACA and industry to request long term implementation based on final language after public comment period is resolved.

TIACA has filed joint letters with EU to request further changes, and has supported industry request for a meeting in March with EU after EU has had time to review. 1:1 meeting planned in March in parallel with WCO TEGACS meeting (March 21-22) in Brussels.

Data elements have been finalized in WCO SAFE framework.


Now developing language for security programs with ICAO/WCO next meetings in January 2016 in Geneva. TIACA establishing a cross-industry working group to address outstanding issues and develop recommendations for January session.


October 2015

Ongoing communications to EU TAXUD to clarify Delegating Act Language with member states. Pushing to require a single filing point for all EU vs. each member state. Meeting with EU MOVE on screening procedures and message flow.

Risk analysis segments for any PLACI must be standardized globally. Procedures for transmitting and receiving messages must also be standardized and coordinated with any Civil Aviation Authority regulations. Multiple procedures across similar platforms would be confusing, costly and ineffective. Pilots have tested only part of PLACI data sets. Risk algorithms must be same (or closely similar) to avert risk of transit shipment delays.

PAX and All-Cargo carriers, Regulated Agents, Forwarders, Ground Handlers

PAX and All-Cargo carriers, Regulated Agents, Forwarders, Ground Handlers may need to file multiple times to several customs regimes, at extra cost, and potentially off- load shipments en route if common risk analysis rules are not in place.

Working with WCO and participating PLACI Customs officials, we have been successful in standardizing “7+1” data set. Significant work still remains to standardize transmission of data, response mechanisms, and risk algorithms themselves.

This week the World Customs Organization’s Technical Experts Group on Air Cargo Security (TEGACS) met in Brussels. This group comprises Customs regulators from all regions, as well as industry. During the meeting we received updates from the PLACI pilot entities on the status of the scheduling of regulations for their programs. Currently, although the EU PRECISE regulations will be in effect in May of this year, member states have until 2019 to fully develop the systems to process the “7+1” data elements. In the US, the Customs and Border Protection’s Notice of Rulemaking still may be released in this calendar year, with the appropriate 90 day comment period to follow. Also at the session, the full TEGACS body endorsed the Phase 2 interim report that was produced at the joint ICAO/WCO Joint Working Group on Advance Cargo Information meetings in January. The report  lists a number of key issues, developed in conjunction with our industry team, that require further live testing to develop a solid framework for global PLACI programs.

One of the key outcomes of the ICAO/WCO Joint Working Group on Advance Cargo Information (JWGACI) session in Geneva at the end of January, was the identification of the primary elements of Pre-Loading Advance Cargo Information (PLACI) programs which require further live testing in order to develop a meaningful framework document for standardized regimes. The subcommittee chaired by TIACA, comprising members from carriers, forwarders, ground handling and technology companies, this week forwarded a list of 11 items,  which were identified as critical elements for the testing, to the JWGACI and pilot entities. These will be evaluated in the next several weeks, and we will then help to outline the testing parameters and elements. The list of topics cannot currently be released broadly, but all fall within the areas of: Automated Systems, Data Filing and Messaging; Response Protocols; Routing and Transfer Issues; and Operations/Compliance.

As part of JWGACI, as result of January weeklong meeting in Geneva, it was agreed by regulators in pilot programs, as well as ICAO/WCO, to allow the TIACA led sub team to set priorities for testing. Next discussions will finalize those issues prior to March 15 (JWGACI target date).

Participant in WCO/ICAO JWGACI, as well as directly with current customs regimes (CBP, CBSA, EU DG TAXUD), to clarify issues and develop workable rule sets. WCO implemented the 7+1 as standard in latest SAFE framework as a result of strong industry efforts, eliminated potential for open-ended data submission.

We are now working with EU and US Customs regulators to ensure proper transition and implementation as individual programs are further developed.







Subcommittee is considering ways that TIACA might engage with global coalition supporting implementation of TFA.
